
The Brief Introduction of College
Hunan Technical College of Railway High-speed, originally known as Hengyang Railway Engineering School, was founded by the Ministry of Railways in 1951. In 2004, it was placed under the administration of the Hengyang Municipal Party Committee and Municipal Government. In 2005, it was upgraded to become Hunan Technical College of Communication & Engineering, and was renamed Hunan Technical College of Railway High-speed in 2011. The college moved to its current campus in the Linghu High-speed Railway New Town in 2014. The college is recognized as a “Chuyi” High-level Higher Vocational School in Hunan Province, a Provincial Model Higher Vocational College, a Provincial Model Campus for Cultural and Ethical Progress, and a Pilot Institution for Deepening the Reform of Education Evaluation in the New Era in Hunan. It hosts more than ten national-level professional innovation and technology service platforms, including a national-level vocational education group, a maker space, a demonstration base for industry-university-research collaboration innovation, an innovation center, a demonstration base for innovation and entrepreneurship practice, a specialized and sophisticated industry college, and one of the first batch of digital-intelligent benchmark training bases. Over the past 74 years, the college has cultivated more than 100,000 railway professionals for China’s railway sector, earning it the reputation of being the “Whampoa Military Academy of China’s Railways” and the “Cradle of Station and Depot Masters.”
The college covers an area of over 850 Chinese acres , with a construction area of nearly 360,000 square meters. The total investment in its construction exceeds 1.5 billion yuan. It has 7 secondary schools, offering 33 college programs (specialized) and 2 undergraduate programs. It boasts 3 provincial high-level professional clusters, 3 provincial first-class professional clusters, and 1 high-level professional cluster serving the “Three Hubs and Four New Missions” strategy, forming a distinctive professional system that aligns with the development of high-speed railways, rail transit industries, and the regional economy.
The college currently has a faculty and staff of nearly 1,000, with about 700 currently on duty. Among them, 404 teachers hold master’s degrees or above, 243 have senior professional titles, and 84.1% are “dual-qualified” teachers (both academic and professional). Two faculty members have received the National May 1st Labor Medal and the National Excellent Teacher award, respectively. The college is also home to one recipient of the Hunan Provincial Government Special Allowance, 2 Hunan “Furong” Distinguished Teachers, 2 National “Dual-Qualified” Technical and Skilled Industry Mentors, 26 provincial-level or higher renowned teachers, 3 recipients of the Ministry of Railways “Locomotive Medal,” 9 members of national industry steering committees, 1 Huang Danian-style Teacher Team in Hunan universities, 6 provincial-level teaching teams, and 33 provincial young and middle-aged key teachers in Hunan. In addition, the college has hired 5 leading talents, 11 industry mentors, and 9 enterprise master craftsmen as advisors, and has established more than 20 master craftsman workshops.
The college enrolls students from 29 provinces and municipalities across China and currently has nearly 15,000 full-time students. In the past two years, students have won over 300 awards in various competitions, including more than 20 national-level awards. The “Zhijian Chuanglian Team” won first prize at the 8th China Vocational Education Innovation and Entrepreneurship Competition. In 2024, the college won second prize at the South Africa International Competition of the Belt and Road & BRICS Skills Development and Technology Innovation Competition. Graduates are primarily employed by high-quality employers such as the China State Railway Group, metro companies, China Railway Construction Corporation, and China Railway Engineering Corporation. The graduate employment rate has exceeded 96% for the past three consecutive years. The college has been named an Advanced Unit in Enrollment in Hunan Province for six consecutive years, an Advanced Unit in Employment for five consecutive years, and has been rated as an Excellent Unit in the “Top Leader Project” for Employment and Entrepreneurship three times. Its contribution to social services has ranked among the top 20 higher vocational colleges in Hunan for several consecutive years.
Adhering to the path of integrating industry and education and cooperating with enterprises, the college has jointly established 3 industry schools with enterprises. It possesses 1 Hunan Provincial Engineering Research Center, 5 comprehensive training bases, over 150 training rooms, and more than 300 stable off-campus internship and training bases. It is also recognized as a Hunan Provincial International Science and Technology Innovation Cooperation Base, a Provincial Science and Technology Popularization Base, a Provincial Social Science Popularization Base, a Provincial “Chuyi” Cultural Heritage Base, and a Provincial “Chuyi” Industry-Education Integration Training Base. The Southern High-speed Rail Talent Cultivation and Technology Cooperation Alliance, led by the college, is a National Exemplary Vocational Education Group and a Hunan Provincial “Chuyi” Exemplary Vocational Education Group. As the leading institution, the college has jointly established the Hengyang City Industry-Education Consortium and the National Railway Modern Logistics Industry-Education Community. Guangzhou Railway Craftsman College, established in collaboration with the China Railway Guangzhou Group Co. Ltd, was recognized as one of the first “Locomotive Model Craftsman Colleges” by the All-China Railway Federation of Trade Unions. In 2025, the college was ranked among the top 50 institutions in the Industry-Education Integration Excellence List in the National Vocational Education Quality Annual Report and ranked 78th in the “Top 100 Industry-Education Integration Higher Vocational Colleges” list.
Actively responding to the Belt and Road Initiative and supporting the “Go Global” strategy of China’s high-speed rail, the college has been approved by the Ministry of Education as a member institution of the China-Africa Vocational Education Cooperation (only 46 higher vocational colleges in China). It has also been accepted as a formal member of the Ministry of Education’s Luban Workshop Alliance, making it a member of the highest-level international education cooperation alliance in China. Its achievements have been selected as exemplary cases for Belt and Road vocational education cooperation and for China-North Africa vocational education innovation cooperation. It has been approved to implement the “Lao PDR Level 5 National Occupational Standard Co-construction Project” under the China-Laos Vocational Education Industry-Education Alliance and the “China-ASEAN Thousand Schools Partnership Program” project. The college has established the “Tianyou Railway College” Thailand Branch at Wapi Phatum Technical College in Thailand. The Thailand High-Speed Rail Vocational Education Cooperation Project was selected as one of the first 20 flagship projects under the “China-ASEAN Double 100 Vocational Colleges Strong-Strong Cooperation” program by the Ministry of Education. Together with the Winning Consortium and the University of Conakry in Guinea, the college has promoted the localized cultivation of railway construction talents by establishing the undergraduate-level “Tianyou” Railway College. The China-Guinea Railway International Talent Customized Training Program was selected as one of the first batch of “Future Africa– China-Guinea Vocational Education Cooperation Featured Projects” by the Ministry of Education, becoming a shining example of China-Africa cooperation in Hunan Province. Its international exchange and cooperation practices have been featured in the National Vocational Education Quality Annual Report. The college was selected as a training institution for the Hunan Provincial Digital Engineer Training Program. In 2025, it expanded its non-degree continuing education, delivering 145 training sessions. It completed vocational skill level certifications for 2,486 individuals across 19 batches in 7 job categories, generating a total revenue of over 21 million yuan from various training programs.
Currently, the college is actively leveraging its profound industry background and the strong support from local governments and sister institutions. It is continuously enhancing its educational quality and talent cultivation standards, advancing its efforts to become a national “Double High” vocational college and a “National Civilized Campus.” The aim is to build an “industry-leading, distinctive, domestically first-class, and internationally renowned” undergraduate-level higher vocational institution, to better serve national strategies, serve the high-speed rail and rail transit industry, better promote regional economic and social development, and provide high-quality technical and skilled talent support.
